Hi I have a Trachycarpus fortunei that had a rough winter. I had to remove all the fronds then I found that it also had spear pull the whole center came out. I have noticed the area it’s in is rather shady would it be more harmful to transplant it now and get it to a better location to try and bring it back?

Now would be fine to move it, especially if it’s struggling where it is. Usually if a palm is defoliated and experiences spear pull it can be very difficult to bring back to its former glory. Trachcarpus fortunei is usually very shade tolerant, but in winter these conditions also come with more severe cold and wet. @George has a great selection of palms in his garden, maybe he can help?
